    "riskDetails": "Potential future changes during the lifetime of the contract:\nDeposit Return Scheme / DRS - As this may result in changes to the quantity, and composition of Core Materials delivered under this Contract, Bidders are instructed to take this into account when submitting pricing.\nUK Emissions Trading Scheme/UK ETS - In the event that energy from waste plants and waste incinerators become included within the UK ETS and the Service Provider can demonstrate that this has resulted in an increased cost to provide the service to dispose of Contamination and Rejected Materials then, from the date of the impact, the Service Provider may add this element on to the Monthly Contract Price.\nLocal Government Reorganisation/Devolution - A novation clause is included in the contract which enables ESCC to novate the contract to a new entity, plus in addition the following will be included:\nThe parties acknowledge that during the term of this Contract the local government structure may be subject to change. These administrative changes may give rise to the need to seek a Variation to this Contract with any successor or assign of the Council. The Council shall not be liable for any loss of any kind including, but not limited to, lost opportunity that may arise as a consequence of local government reorganisation.",
