Description

The purpose of this Prior Information Notice is to notify the market of TfL's intention to carry out early market engagement to assess the current market capabilities and appetite for the requirement. Transport for London, on behalf of the Greater London Authority, are seeking to procure an Electoral Information Portal. London has one Mayor and 25 Assembly Members. This unique form of government - the Greater London Authority - was set up in 2000 and, working with London's 32 boroughs, the City of London, central government and many others, it is responsible for key London services, including transport, the police and the fire service London Elects is the programme team that organises the Mayor of London and the London Assembly elections. This includes everything from designing the ballot papers and managing the counting of votes, to delivering a public awareness campaign to tell Londoners about the election and how to vote. The conduct of these Elections requires a number of digital tools to allow for the accurate collation, transmission and presentation of electoral information. To aid in the preparation and conduct of future London Mayor and Assembly Elections, an electronic portal with a number of digital tools is required to support the conduct of critical electoral tasks. The overarching requirement is for a software solution which provides the GLA and other partners the ability to conduct the variety of digital tasks related to election management for London Mayor and Assembly elections. Providing a seamless experience for users is vital, in particular the borough users. In the past they have been required to engage with a number of different portals to meet the requirements of the election. For future elections, boroughs are expected to only need to access a single portal, with a user being able to use a single set of credentials to enter all parts of the system that they have been authorized to access.
