Whilst individual quality criteria will have weightings, bidders will be required to meet a threshold as detailed in the ITT to meet the minimum pass marks required to qualify for E-auction. The E-auction will be open only to suppliers who have met the quality criteria threshold. Except in the circumstances where there is a tie break in the E-Auction, the scores awarded during the quality stage will not be taken forward for e-auction. As such, except where there is a tie break, contract award will be based solely on the outcome of e-auction, with the lowest price determined by the e-auction. In the event of a tie-break in the E-Auction, the contract will be awarded to whichever of the tied bidders remaining in that E-Auction had the total highest score for the quality criteria set out in the ITT.",
