    "description": "Newport Town Council invites suitably experienced and qualified contractors to tender\nfor a new contract commencing in time for the provision of Christmas lighting within\nNewport Town Centre November 2026.\nNewport Town Council is committed to delivering a high-quality Christmas lighting\ndisplay that supports local businesses and enhances the Town\u0027s festive atmosphere.\nThe Council allocates an annual budget to cover the hire, installation, testing,\nmaintenance, removal and storage of Christmas lighting and decorations\nSCOPE OF WORKS\nDESCRIPTION OF THE SCOPE OF WORKS\n\u2022\tThe successful contractor will be responsible for the design, supply, installation, maintenance, removal and storage of Christmas lights and decorations for Newport town centre for the duration of the contract.\n\u2022\tThe scope of works shall include, but not be limited to, the following:\no\tDesign and provision of a cohesive Christmas lighting display suitable for Newport Town Centre\no\tSupply (hire/lease) of all proposed lighting and decorations, excluding Council-owned stock where applicable\no\tInstallation and commissioning of the display prior to the festive period\no\tAnnual inspection, testing and certification of all electrical components\no\tAnnual testing and certification of existing eyebolts, catenary wires and fixings\no\tOngoing maintenance and fault rectification during the display period\no\tSafe removal of all lighting and decorations at the end of each season\no\tSecure storage of leased items between seasons\n1.\tContract Duration\nThe contract is for a duration of 3 years with an option to extend to 6 years if agreed by both parties.\n2.\t Budget\nThe indicative annual budget for the 2026/27 festive season is \u00a330,000 - \u00a339,000. Tenderers should demonstrate how their proposed scheme maximises visual impact, coverage and value for money within this budget range.\n3.\t Design Requirements\nThe Council is seeking a display that:\n\u2022\tProvides maximum coverage and visual impact within the available budget\n\u2022\tIs appropriate for a town centre environment and enhances the overall streetscape\n\u2022\tIntegrates, where practicable, with the Council\u0027s existing stock of lights.\n\u2022\tThe Town Council would like a traditional design with no change in design to the lights within the boundary of St Nicholas Church \nTenderers are encouraged to submit creative proposals and outline options that could be scaled up or down to align with available funding.\n4.\t Sustainability and Energy Efficiency\nNewport Town Council is committed to reducing its carbon footprint and welcomes proposals that support this objective. Tenderers should demonstrate how sustainability considerations are incorporated into their design and delivery, including:\n\u2022\tUse of energy-efficient lighting (e.g. LED technology)\n\u2022\tMinimising environmental impact throughout installation, operation and removal\n\u2022\tOpportunities for improved sustainability over the life of the contract\n5.\t Electrical Compatibility and Safety\nAll proposed lighting must:\n\u2022\tBe fully compatible with existing electrical services and power supplies within the town centre\n\u2022\tComply with all relevant legislation, standards and industry best practice\n\u2022\tInclude appropriate certification and documentation for electrical safety and structural integrity\nDISPLAY AND DESIGN REQUIREMENTS\n1. Minimum Display Coverage\nAs a minimum, the Christmas lighting display must cover the following town centre streets and spaces. \n\u2022\tHigh Street \n\u2022\tUpper Bar\n\u2022\tStafford Street\n\u2022\tLower Bar\n\u2022\tSt Marys Street\nTenderers should design a cohesive scheme that maximises coverage and visual impact within these areas using existing infrastructure wherever possible.\n2. Location-Specific Display Guidance\nThe following guidance identifies existing infrastructure and preferred display options. Alternative or enhanced proposals are welcomed, provided they remain compatible with existing fixings and budget.\n*Catenary wire is in place \nHigh Street*\n\u2022\tExisting catenary wires to support up to 24 cross-street light strings\n\u2022\tExisting bauble festoons attached to approved buildings (permissions in place)\n\u2022\tCapability to suspend additional decorative features from strings\n\u2022\tCross-street festoon to Baddeley Court\nStafford Street*\n\u2022\tExisting catenary wires to support up to three strings of lights\n\u2022\tCapability to suspend additional decorative features from string\n\u2022\tExisting bauble festoons attached to approved buildings (permissions in place)\nSt Mary\u0027s Street*\n\u2022\tExisting catenary wires to support up to four strings of lights\n\u2022\tCapability to suspend additional decorative features from strings\n\u2022\tExisting bauble festoons attached to approved buildings (permissions in place)\nLower Bar*\n\u2022\tExisting catenary wires to support up to two strings of lights\n\u2022\tStructures available for up to five column displays\n\u2022\tExisting bauble festoons attached to approved buildings (permissions in place)\nUpper Bar*\n\u2022\tExisting catenary wires suitable for cross-street lighting\n\u2022\tCapability to suspend additional decorative features from strings\n\u2022\tExisting bauble festoons attached to approved buildings (permissions in place)\nTown Square\n\u2022\tExisting catenary wires to support up to two strings of lights\n\u2022\tFestoon lighting on the Market Building\n\u2022\tOpportunity for a feature lighting installation\nWellington Road Corner\n\u2022\tLocation of the town centre Christmas tree\n\u2022\tNo catenary or column structures available\n\u2022\tProjection lighting may be considered\nWellington Road\n\u2022\tExisting cross-street festoon \nSt Nicholas Churchyard\n\u2022\tLocation of the town centre Christmas tree\n\u2022\tCouncil-owned festoons to remain in contract\no\t6 \u00d7 tree cages\no\t4 \u00d7 tower festoons\no\tRoof-mounted icicle lights\no\tTree lighting at the St Mary\u0027s Street end\n3. Operating Times\nAll lighting must be controlled by existing automatic timers and operate daily as follows:\n\u2022\tOn: 6:30am - Off: 9:00am\n\u2022\tOn: 3:00pm - Off: 11:00pm\nThe contractor will be responsible for ensuring settings are correctly configured and maintained.\n4. Design Principles\nTenderers must adhere to the following principles:\n\u2022\tProvide a coherent and visually consistent town centre lighting scheme\n\u2022\tUtilise existing catenary wires, column structures and fixing points wherever possible\n\u2022\tInclude the decoration of two (2) x 23-foot Christmas trees at:\no\tSt Nicholas Churchyard\no\tWellington Road Corner\n\u2022\tAll tree decorations to consist of LED string lighting\n\u2022\tAll cross-street decorations must use existing approved structures\nMANDATORY CONTRACTOR REQUIREMENTS\nThe contractor will provide a fully managed service, including installation, maintenance, removal and storage of all lighting and associated infrastructure.\n1.\tInstallation, Testing \u0026 Operation\nThe contractor shall:\n\u2022\tInstall lighting across the High Street, Stafford Street (part), Lower Bar (part), St Mary\u0027s Street (part) and Upper Bar (part).\n\u2022\tInstall, test and commission all lighting at least one week prior to the switch-on date and confirm in writing that the system is fully operational.\n\u2022\tCarry out safety testing of all anchor points, fixings and catenary wires throughout the contract period in accordance with ISO standards and BS 8539.\n\u2022\tTest and certify all electrical components in accordance with BS 7671 and BS 7909.\n\u2022\tEnsure all lighting operates automatically at the agreed on/off times.\n2.\tMaintenance \u0026 Fault Response\nThe contractor shall:\n\u2022\tMaintain all installations in a safe and operational condition\n\u2022\tRespond to all reported faults within 24 hours including weekends.  Faults may include and are not limited to; complete failure of light strings, Christmas tree light failure, damage through vandalism, adverse weather conditions or road traffic accidents. \n\u2022\tProvide emergency out-of-hours response within 2 hours of reporting where adverse weather presents a safety risk or in the event of an urgent health \u0026 safety risk. \n3.\tHealth, Safety \u0026 Compliance\nThe contractor shall:\n\u2022\tSecurely install and anchor all equipment in compliance with health and safety legislation\n\u2022\tMaintain safe working practices at all times and protect the public and workforce\n\u2022\tProvide all necessary access equipment, vehicles and lifting equipment\n\u2022\tEnsure all operators are suitably trained and certified, including:\n\u2022\tIPAF\n\u2022\tWorking at Height\n\u2022\tElectrical installation qualifications (including HERS certification)\n\u2022\tProvide Risk assessments and method statements (RAMS) for all operations and functions associated with the contract \n4.\tInsurance \u0026 Administration\nThe contractor shall:\n\u2022\tHold and supply Public and Employers liability insurance to a minimum value of \u00a310 million\n\u2022\tInsure all equipment while in storage\n\u2022\tProvide sufficient notice of installation and removal dates to enable licensing by Telford \u0026 Wrekin Borough Council\n\u2022\tAttend the official switch-on event at the agreed time\n\u2022\tEnsure all fees include installation, removal, maintenance and call-outs during the display period\n\u2022\tUndertake all due diligence prior to tender submission; additional costs will not be accepted post-award\n\u2022\tFollowing each annual display the contractor will issue a written statement including the call out summary, required replacement light and improvement suggestions. \n See \u0027Christmas Lights Tender Invitation\u0027 document for more details.",
