    "description": "Southend-on-Sea City Council (SCC) is preparing a new Local Plan for the period 2025 to 2045. SCC requires a transport assessment to evidence transport impacts and test and propose a package of mitigation measures. The Transport Assessment will be a key evidence-based document for SCC and support the local plan at Regulation 19 consultation, the submission stage and at\nExamination in Public.\nThe previous supplier reported on the potential transport impacts of the \u0027Issues and Options\u0027 stage of the Local Plan preparation, known as Phase 1. A Spreadsheet Model was prepared at the latter stage to help SCC define where development should take place.\nPhase 2 provided a Local Plan Transport Evidence Base (TEB) developed by the Previous Supplier up to 2040. It assessed the transport implications of proposed housing and employment growth and outlined mitigation strategies to ensure sustainable, deliverable development aligned with the City\u0027s climate and mobility goals. Further information regarding Phase 2 is included under \u0027Transport Evidence Base - Work to Date\u0027.\nSCC are looking to appoint consultancy support to prepare Phase 3 of the TEB to support the final version of the Local Plan to be published under Regulation 19 so comments relating to legal compliance and soundness can be made and submitted for independent examination in public.\nTEB will ensure the Local Plan is informed and supported by a robust transport evidence base that is in line with national planning and transport policy and guidance, with particular focus to the National Planning Policy Framework NPPF\n1 and Planning Practice Guidance PPG2",
