    "description": "Norfolk County Council is seeking to appoint a suitably qualified consultant to prepare an Energy Plan for Norfolk and Suffolk. The successful consultant will be expected to work closely with Norfolk and Suffolk County Councils in the preparation of the Energy Plan, alongside engaging with a range of other key stakeholders. \nThe energy plan will:\n\u2022\tprovide a strong and credible evidence base that shows current and future energy use and demand, \n\u2022\tidentifies areas of constraint and solutions to those constraints, including consideration of energy innovation, and which will unlock housing and economic growth, and\n\u2022\tmap out an optimal pathway to decarbonisation  \nFull details of the requirements of the energy plan can be found in the Service Specification, which forms a Schedule to the Terms and Conditions.",
