The European Directorate for the Quality of Medicines \u0026 HealthCare (EDQM) Guide to the Preparation, Use and Quality Assurance of Blood Components requires \u201crapid freezing of clinical plasma components to -25oC or below within 60 minutes\u201d.\nThis Tender covered the purchase and installation of three (3) Rapid Plasma Freezers. This included the software, training, and equipment and associated maintenance required for their operation.\nThe supplier shall act as the Principal Contractor and shall be responsible for the supply, installation and commissioning of the replacement system and associated equipment.",

    "reviewDetails": "Economic operators should approach the contracting authority in the first instance. However, the only formal remedy is to apply to the courts:\nAn economic operator that suffers, or is at risk of suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, may bring proceedings in the Sheriff Court or the Court of Session.\nThe bringing of court proceedings against the Authority after the Contract Agreement has be entered into will not affect the Contract Agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the Contract Agreement has been entered into are limited to the award of damages.",
