The rehabilitation service is a Supported Living setting (with communal facilities), with a person-centred recovery focused approach to housing and support services for adults with mental health and other complex issues requiring high level support. The service is designed to actively support rehabilitation and move on into longer term accommodation to live more independently. Our aim is for service users to move on to independent living, and for those who won’t be able to live independently a more permanent solution will be identified. It is based on Service Users having a license agreement offering the right to remain in their own home and change their support provider if they wish. It can mean living in shared accommodation or living alone with support. Blackpool Council is seeking an experienced Provider to deliver a rehabilitation service in Blackpool; a supported living setting with communal facilities, accommodating up to 5 people with mental health support needs and other complex issues. The Provider will be responsible for supporting individuals through a rehabilitation model of support, with the aim of them moving on to long term living arrangements. The Provider will have demonstrable experience and expertise in delivering person centred support to Service users with a wide range of Mental Health needs and other complex issues. This will include experience of delivery of similar schemes with a focus on Mental Health rehabilitation and supporting Service Users to safely and sustainably move on to longer term situations.

Lot Description: The procurement is an open tender for health and social care services and as such is conducted under the Light Touch Regime. Providers are expected to support their tender responses with examples and evidence from their own mental health rehabilitation expertise and practice. Specific and tailored responses to the tender questionnaire, should be provided, which clearly show how Providers can meet the requirements of the Council’s specification. Providers will have a commitment to, and understanding of working in Blackpool, and knowledge of the stakeholders, partners, assets and communities that may be involved in the delivery of the service in order to deliver best outcomes for Service Users. The Council may, at a future date, identify additional requirements for provision of Mental Health Rehabilitation and Support Services throughout the duration of the Agreement, for services and individuals who are based at settings other than the Mental Health Rehabilitation and Support Service. This will include but is not limited to support within the community, or provision based at other supported living schemes. The support will be of a similar nature and scope to the type of services described within the main specification. Provision of additional services will be by agreement between the Parties. There will be no obligation on the Provider to deliver additional services or guarantee from the Authority as to the quantity or volume of services required.
