The College of Policing is the only organisation with the lawful authority to set UK policing professional standards, maintain Authorised Professional Practice, and accredit policing\u2011specific training aligned to those standards. These exclusive rights cannot be replicated by any commercial or alternative public sector provider.\nWhile some elements of the services (such as training delivery or advisory support) may appear generic in isolation, they are intrinsically linked to the College of Policing\u2019s proprietary standards, accreditation frameworks, and governance arrangements. Substituting another supplier would remove the ability to deliver CoP\u2011accredited outputs and would undermine the integrity, credibility, and international recognition of the training offer.\nOn this basis, competition is not feasible and a direct award is justified.",
