    "procurementMethodRationale": "\u2022 The existing system operates a manufacturer specific communication protocol, and only the original manufacturer can supply nodes that are fully compatible with the established communication methodology deployed across trunk roads in Wales.  \u2022 The current nodes in use have reached end of life, meaning replacements and support cannot be sourced from alternative suppliers.  \u2022 Introducing a different manufacturer\u2019s nodes would require complete redesign, reconfiguration and testing of the Wales wide lighting communications platform\u2014resulting in disproportionate cost, major operational disruption, and a risk to the delivery of statutory highway lighting functions.  \u2022 Therefore, a direct award to the manufacturer is the only viable approach to ensure continuity and safety.",
