Publication of this notice marks the start of the standstill period (beginning the day after publication).\nThis notice follows on from the following notice 2025/S 000-059245 published 24th September 2025.\n The Trust now intends to award the Bromley Community Phlebotomy Service to the provider Bromley GP Alliance Ltd with an estimated lifetime contract value of \u00a32,926,440 exc VAT.\n-------\nNHS South East London Integrated Care Board (SEL ICB) is seeking to commission a Community Phlebotomy Service for the London Borough of Bromley. \nThe Community Phlebotomy Service was first commissioned in Bromley in 2017 to provide accessible, out-of-hospital provision for blood collection for patients across the borough.\nThe service provides blood tests in accessible community settings that enables earlier interventions to help manage more people in the community, reduces the reliance on hospital-based testing, and contributes to better referral quality to secondary care.\nThe service aims to: \n\u2022\tProvide an accessible phlebotomy service that facilitates GP direct access to blood tests and urgent access if required. \n\u2022\tEnable GPs to effectively manage their patients in primary care or to improve referrals to secondary care with the appropriate diagnostic investigations already completed. \n\u2022\tEnsure that the provision of tests is conducted consistently and effectively across Bromley through achieving a set of agreed core standards, key performance indicators, and reporting arrangements. \n\u2022\tSupport the commissioning of the highest value and quality services that meet national guidance.\nThe key service objectives for this contract term are (and these will be used to evaluate potential expressions of interest) to: \n\u2022\tEmpowering Bromley GPs with phlebotomy services in a primary and community care setting. \n\u2022\tProvide a more accessible service in community settings and convenient locations, as outlined in sections 2.4 and 2.14. For certain sites, the provider will be required to operate from locations specified by the commissioner, while others will be subject to assessment and confirmation.\n\u2022\tProvide a flexible and appropriate service that is responsive to changes in demand, patient care and organisational requirements. \n\u2022\tProvide a quality and clinically safe reporting service supported by the necessary trained, experienced and well-established workforce. \n\u2022\tDeliver an integrated service that works seamlessly with GPs, the pathology provider, and wider health services, while developing and maintaining strong local relationships through collaboration with primary care clinicians, services, and pathways. \n\u2022\tWorks in integrated approach with other interdependent services in the local system to develop and contribute to a sustainable neighbourhood diagnostics provision in Bromley. \n\u2022\tWork with the pathology provider on planned transformation of GP blood test requesting technology and adapting to changing requirements of the service.\n\u2022\tProvide safe, efficient, responsive, comprehensive and effective services which meet National guidelines, quality standards, accreditation requirements and statutory regulations. \n\u2022\tProvide services that comply with information governance, data privacy and sharing agreements, facilities requirements and governance standards. \nThe provider is expected to demonstrate a proven track record in delivering community phlebotomy services for a minimum of three years in South East London, with prior experience in meeting the key objectives and service requirements as outlined.\n--------\nApproximate lifetime contract value:\n2 years + 1 year extension subject to review at the end of 2 years, \nContract Value: Value excluding VAT: \u00a3975,480 per annum with per-unit price (per bleed) of \u00a37.39 for 132,000 units (bleeds).\nLifetime value \u00a32,926,440 exc VAT. \nDetails of which body making the award decision:\nSEL ICB Bromley Procurement and Contract Committee, decision made on 21st January 26\nThe Authority\u0027s reasons for selecting the existing provider with reference to the key criteria:\nThe provider was assessed against the PSR five key criteria and was successfully determined as the Most Suitable Provider.\nThe five key criteria were allocated a minimum weightage of 50% to qualify and 70% to pass the assessment. The provider scored 82% in total and was therefore deemed successful.\n1. Basic Selection Criteria - Pass\n2. Quality and Innovation - scored 18% of 20%\n3. Value - scored 18% of 20%\n4.
