Malvern Hills and Wychavon District Councils were seeking an experienced consultant to help maximise the delivery of affordable housing across our largely rural districts. The appointed provider will: Identify barriers faced by developers and Registered Providers in delivering affordable housing locally. Recommend practical, financial, and legal interventions the councils can take to overcome these barriers. Produce an interim report (Feb 2026) and a final report with a detailed action plan (Apr 2026). Facilitate the creation of an Affordable Housing Panel to strengthen collaboration between housing, planning, and development partners. We welcome innovative approaches and added-value proposals that support our ambition to deliver more and better-quality affordable homes
