    "procurementMethodRationale": "It has been determined that in current circumstances that competition is absent for technical reasons pursuant to Schedule 5 paragraph 5(a)(b) and 7(a)(b) of the Procurement Act 2023. Justification for the award is as follows:\nThe Contract includes the provision of proprietary software, firmware and embedded components with intellectual property rights owned by the original equipment manufacture (OEM) - Rockwell Automation Limited.  A change in supplier would result in the contract authority receiving software/goods that are different from, or incompatible with, the existing works and using alternative suppliers could invalidate  warranties controlled by the OEM.  Changing suppliers would require reverse engineering, revalidation, and potential compatibility issues which could impact Sellafield\u0027s ability to operate its existing control systems.  \nThe OEM maintains site and system specific technical knowledge and history of the existing Rockwell Automation Limited equipment installed on the Sellafield site.",
