The outcomes of this study will inform future decision making, investment planning, and partnership development within the region.\nThe appointed supplier will be required to deliver an evidence based feasibility study to determine:\n\u2022\tWhether there is sufficient demand and strategic value to establish a Centre of Excellence in the Solent\n\u2022\tWhat such a centre would need to comprise (size, capabilities, testing facilities, specialisms, and infrastructure)\n\u2022\tThe most viable and sustainable operating model\n\u2022\tSuggestions for the facility\u0027s location\nThe successful supplier will be required to deliver a robust, evidence based study that addresses the following:\n1.\tGap Analysis (Supply-side Assessment)\n2.\tNeeds Assessment (Demand-side Assessment)\n3.\tMarket and Competitor Analysis (Strategic Positioning)\n4.\tConcept for the Proposed Centre\n5.\tLocation Assessment\n6.\tOperating Model Options\n7.\tEconomic Impact and Investment Potential\nIt is the intention that the procurement will adhere to the below timetable:\n1.     Documents available on In-tend - 4th March 2026\n2.    Deadline for requests for clarification - 14th March 5pm 2026\n3.    Quotation return deadline - 25th March 5pm 2026\n4.    Award decision notified to bidders \u0026 contract award - 3rd April  2026\n5.    Start of contract - 8th April 2026\nThe supplier will be expected to:\n1.\tAttend an inception meeting - 8th April 2026\n2.\tProvide a detailed project plan - 15th April 2026\n3.\tDraft Feasibility Study Report - 26th June 2026\n4.\tProduce Final Feasibility Study Report, incorporating feedback - 31st July 2026\n5.\tProduce Executive Summary suitable for publication - 31st July 2026",
