    "description": "Portsmouth City Council (\u0027the council\u0027) is inviting tenders from a select list of suitably qualified and experienced suppliers to provide a Healthy Lifestyle Caseload Management System.\nThis contract is being procured by Portsmouth City Council being a contracting authority as defined by section 2 of the Procurement Act 2023.\nHealth and wellbeing in Portsmouth is generally worse than the national average. Furthermore, inequalities are evident with some population groups and communities experiencing significantly poorer health and wellbeing outcomes than others. The Portsmouth Wellbeing Service offers support to residents to address multiple unhealthy risk factors, such as smoking, physical inactivity, obesity, unhealthy blood pressure and alcohol consumption.\nThe Wellbeing Service in an inhouse service within Portsmouth City Council which screens all clients for smoking status, BMI (weight and height), physical activity levels, alcohol consumption - as well as using the Edinburgh Warwick scale to support with emotional wellbeing. \nThe Wellbeing Service engaged with over 2,500 individuals (referrals of 5,000 individuals) in the 2023/24 financial year referred from the hospital (including maternity services), GPs and self-referrals.
