The framework was established following a full competitive procedure and prior publication of a call for competition in accordance with the Public Contracts Regulations 2015 (PCR 2015).\nUnder Regulation 33 of PCR 2015, contracting authorities may award call\u2011off contracts under a framework agreement without the need for a further Contract Notice in the Find a Tender service. The framework\u0027s original advertisement therefore satisfies the requirement for prior publication.\nAston University conducted a Further Competition between all suppliers appointed to Lot 4 of the Pagabo framework, in full accordance with the rules of that framework and with the University\u0027s procurement procedures. The Further Competition ensured genuine competition for this requirement and established the most economically advantageous tender.\nAs the contract was awarded lawfully under a framework agreement that had already been subject to a compliant call for competition, and as Regulation 33 expressly permits call\u2011offs without additional publication, the award of this contract without prior publication in the Find a Tender service is compliant and lawful.",
