    "procurementMethodRationale": "The primary focus of this contract is to support the Class 195 and 331 fleets, which were manufactured by CAF. The hardware installed on these units-and the associated systems-were selected and implemented by the train builder as part of the original vehicle specification. As such, Northern Trains Limited (NTL) is obligated to maintain these systems to ensure continued compliance with legislative and regulatory requirements.\nThe systems are proprietary to the Original Equipment Manufacturer (OEM), as such the contract is required to ensure that the back-office and hosting support remains active. These services are bespoke to the OEM and protected by intellectual property rights (IPR), limiting Northern\u0027s ability to seek alternative solutions.\nA secondary aspect of the contract covers the legacy fleet of approximately 260 units. Although these trains are fitted with OEM-specific hardware, the software has not gone live across these fleets. Northern is not in a position to undertake a full-scale replacement due to the high cost and potential disruption to passenger services. The original installation programme has taken over five years and remains incomplete for some units.",
