Lot Description: The London Borough of Harrow is intending to award a contract to Central and North West London NHS Foundation Trust (CNWL) the 0-19 Health Visiting and School Nursing Services following Direct Award Process c in accordance with the Provider Selection Regime 23 (PSR) The total contract value over 5 years (3 year contract with the option to extend for a further two years) is £21,579,110. (the annual value is £4,315,822) The contract will commence on the 1st July 2025 and expire on the 30th June 2028 - the extension period will then commence on the 1st July 2028 and expire on the 30th June 2030 The service delivered by Central and North West London NHS Foundation Trust (CNWL) includes a range of statutory i.e. mandated development reviews and some non-statutory health visiting services as set out in the national Healthy Child Programme such as breastfeeding support, the MECSH (Maternal and Early Childhood Sustained Home Visiting) programme for vulnerable families, as well as a range of school nursing services such as the National Child Measurement Programme (NCMP), vision screening in Reception Year, health promotion in schools and safeguarding work.

When compared with other areas, the Harrow 0-19 service performs very well. In the latest year that national and regional comparator data is available, the data shows that Harrow is one of only two boroughs in London that are green for all postnatal mandated health visitor reviews even though spend per capita is one of the lowest in London. School Nursing performance data is also excellent e.g. 95% participation rate in 23-24 for Reception National Child Measurement Programme (NCMP); 88% coverage for vision screening; 85% of schools last year achieved Asthma Friendly Schools status. The service has very high user satisfaction rates from our survey of parents, for example\nall respondents (100%) found the New Birth Visit somewhat, very or extremely useful (71% found it extremely or very useful; 29% found it somewhat useful). For School Nursing, 75% of respondents said the service provided by the school nursing service was \u2018Good\u2019 or \u2018Excellent\u2019. CNWL is very engaged in all partnership meetings in the borough whether that is the Children and Young People Integrated Partnership Board, the SEND Partnership Board, the Harrow Safeguarding Children Partnership and others. The outcomes of Serious Case Reviews and other safeguarding investigations consistently show that the service is very effective at helping to keep children safe.
