    "procurementMethodRationale": "Due to previous years of work, the supplier has significant understanding of the building\u0027s opportunities, challenges, access routes etc. alongside strong experience of how IWM works with internal and external stakeholders to update the Lambeth Road building. No other architectural firm has this detailed technical understanding of the building, and it would take a significant amount more in terms of cost and time to bring another architectural firm up to speed. We have spoken to a leading project management firm, who have provided project and contract management on the last three major upgrades to the building, who agree that only the supplier could meet all of the required criteria for the work.\nWe have also looked at whether these surveys and investigations can be scoped and commissioned by the IWM team directly or by a third non-architectural party (e.g. a project management firm) but the scoping and key outputs need to be completed by a multi-specialist architectural team to ensure we get quality results and confidence in the feasibility of plans.",
