          "description": "Mandatory Requirements\nThe Contracting Authority will evaluate Tenders as to the mandatory requirements\nPass / Fail\nMethodology\nThe Contracting Authority will evaluate Tenders as to the proposed method for delivery of the Contract including:\nOverall approach proposed for providing the Contract, including method of working relating to questions included within the tender response form.\n60%\nValue for Money\nThe Contracting Authority will evaluate Tenders as to financial acceptability including:\nOverall value for money relating to questions within the tender response form.\nTenderers must fill in the Pricing Schedule set out in Appendix K to provide all the obligations under the Contract, all items must be priced.\nAll prices shall be submitted as Gross Price and shall be stated in pounds sterling and exclusive of VAT.\nTenderers must also fill in the Supplier Incentive Programme Schedule set out in Appendix F. The level of discount offered by Tenderers in Appendix F will be deducted from the gross price stated by Tenderers in Appendix K and the net price will be evaluated. There is no obligation for Tenderers to offer an Early Payment Discount in their tender, but all Tenderers must complete and submit the Supplier Incentive Programme Schedule set out in Appendix F.\n Price scores will be calculated by adding all associated costs together less any proposed discount to give a total NET cost.  The provider that scores the lowest overall NET score will be awarded 100%.  Other bids will be compared against the lowest bid and scored on a pro-rota basis using the following formula:\nLowest NET bid price \u00f7 Other NET bid price x 100 % (Total maximum marks available).                                                                                                        \nTenderers must also show all other costs that will be associated with the Contract for example rates or expenses.  The Council will not consider claims for extra payment for items that have not been specified.\n40%\nTerms and Conditions\nSuppliers who do not accept the Contracting Authority\u0027s Terms and Conditions will be deemed to have scored a Fail against this criterion.\nPass / Fail"
