Description

Greater Manchester has set ambitious plans to be net zero carbon by 2038. Key to this achievement is increasing investment to deploy renewable energy generation and smart energy infrastructure. The Greater Manchester Combined Authority (GMCA) has coordinated a programme of activity to support its public sector partners with prioritising and shortlisting their land, car park and/ or building assets for deploying ‘smart energy’ opportunities. These shortlisted assets are currently under consideration by our partners with a view to them deciding on a portfolio of assets to take to market. In January 2022 the GMCA launched the Go Neutral Smart Energy call-off framework to provide its public sector partners with a route to market to deploy smart energy opportunities on their portfolios of shortlisted assets. They will need to run further competitions to call off from this framework. The GMCA is seeking to engage a consultant to support four Local Authorities with reviewing a shortlist of their public sector owned assets (land, buildings, and car parks) for smart energy infrastructure, developing the business case and identifying a preferred delivery model, obtaining internal sign off, preparing the Invitation to Tender (ITT) packs for further competitions, and supporting tender evaluation and contract award.
