A Local Authority is any authority categorised as a county\ncouncil, district council, unitary authority, metropolitan district or London Borough and a full\nlist of councils can be found here: List of councils (publishing.service.gov.uk) This list may be\nupdated throughout the duration of this Framework Agreement and any Local Authority\nincluded will be permitted to use this Framework Agreement. While the Framework\nAgreement has been designed for Local Authorities, YPO understands that Local Authorities\nmay establish arms length bodies, such as children\u2019s services trusts and those bodies shall\nalso be deemed permissible users of this Framework Agreement.\nOther Contracting Authorities (OCA) wishing to utilise the Framework Agreement may do so,\nin the knowledge that it has been established for Local Authorities. Please see the following\nlink for details: https://www.ypo.co.uk/about/customers/permissible-users\nYPO will incorporate a standstill period at the point of notification of the award of the\ncontract\nPage 10 to 10\nis provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and\nprovides time for unsuccessful tenderers to challenge the award decision before the\ncontract\nis entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who\nhave been harmed or are at risk of harm by a breach of the rules to take action in the High\nCourt (England, Wales and Northern Ireland).",
