        "description": "Under the Framework, Tenderers will have the option to bid for all lots that are listed (provided that they are able to supply the items that have been indicated) and will not be limited to only being awarded onto a specific number of lots. Call-offs from the Framework will be conducted by either Direct Award or Further Competition, based on the needs of the Council and specific job requirements. \nIn all cases, the Contractor offering the lowest price, including any offered rebate discount, for the required item/line will be approached first, provided they are located in that area and can meet the required timescales. If that supplier is unable to meet the need (e.g. due to lack of availability), the next lowest-priced Contractor (including any offered rebate discount) meeting the location and availability requirements will be contacted. This process will continue until the requirement is fulfilled. \nDirect awards will be used for reactive requirements, where work needs to commence within 30 days of the requirement being identified.
