To ensure the continued effectiveness of the current payroll service and avoid these challenges, agreement is sought to extend the existing relationship with MHR and enter into a new five-year contract term.\nConsideration also needs to be given to the development time and cost that has gone into the system which has enabled the councils to automate a significant number of processes; this would be lost if there was a move to a new system. Furthermore, the ongoing Local Government Reorganisation changes may necessitate regular access to system-generated reports and data. If the new HR/payroll system does not match the capability of the current system in terms of accuracy and reporting functionality, it could hinder the ability to manage these changes effectively. \nThe option to renew the contract with MHR for a further five years enables the Council to gain certainty about its costs going forward and ensures a robust contractual position for future developments in terms of reorganisation.",
