    "description": "This Tender Notice is issued in accordance with the Procurement Act 2023 to formally commence the procurement process for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). \nParking and loading enforcement is required on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network.\nProcurement Objective\nTfL seeks to secure a partner who can:\n\u2022\tDeploy, manage and supervise on street officers to priority locations and network \"hot spots\" to deter and address non-compliance with road traffic and parking regulations and associated legislation;\n\u2022\tUndertake on-street civil traffic enforcement in accordance with TfL standards and relevant legislation, including the issue of Penalty Charge Notices (PCNs);\n\u2022\tEngage constructively with motorists, businesses and the public to promote compliance and support road safety goals;\n\u2022\tIdentify and report defects in signs, lines and other traffic management infrastructure on the TLRN;\n\u2022\tProvide and maintain, from contract commencement (\"day one\"), the full technology stack required for enforcement - including a Parking Enforcement Application (PE App), back-office systems and handheld devices - integrated with TfL\u0027s systems via open APIs;\n\u2022\tContribute to TfL\u0027s statutory traffic management duty and the aims of the Mayor\u0027s Transport Strategy by reducing congestion, improving bus reliability and enhancing network safety.\n2. Scope\nS1\tOn street patrols \u0026 civil traffic enforcement: Coverage across the entire TLRN at times and frequencies directed by TfL, issuance of PCNs in line with legislative and TfL policy requirements.\nS2\tFault reporting: Real time logging of any missing, damaged or illegible red route road markings, signs or posts into TfL\u0027s asset management portal.\nS3\tEnforcement technology:\tSupplier hosted enforcement application certified to UK\u202fG Cloud cyber security baseline, plus ruggedised handhelds with live data connectivity and ANPR/photo capture.\nS4\tData \u0026 performance reporting: Annual, periodic, weekly and daily reporting packs, daily data exports, and dashboards.\n3. The Seven Key Commercial Principles for the procurement will be: \n- Cost Certainty and Affordability\n- Fair Risk Allocation\n- No incentivisation of PCNs\n- Performance-driven Delivery\n- Innovation and Smarter Deployment\n- Ethical and Inclusive Delivery\n- Scaleability and Flexibility\n4. The process includes multiple stages of evaluation, clarification, and refinement of award criteria to ensure compliance, value for money, and alignment with TfL\u0027s objectives. \nNote: All dates are indicative.\nThe process begins with the publication of a Tender Notice on 21 July 2025, inviting Expressions of Interest (EOIs). Suppliers responding via SAP ARIBA will receive the full Preliminary Selection Questionnaire (PSQ) and Draft Invitation to Tender (ITT) Pack, including the Specification, Evaluation Criteria, Contract Terms, and Schedules.\nThe deadline for EOI enquiries will be 4 August 2025, and the deadline for the PSQ will be 15 August 2025. The PSQ evaluation will be conducted from 18 to 25 August 2025, based on pass/fail criteria. This includes consensus meetings for each section and any required assurance checks.\nTender Round 1 will be issued on 29 August 2025, with a 4-week return period ending on 26 September 2025. Technical and Commercial evaluations (including Safety, Health and Environment (SHE)) will take place between 29 September and 7 October, followed by consensus meetings from 8 to 15 October 2025.\nBidder presentations and clarifications for Round 1 will be held between 16 and 21 October, with legal and commercial leads on standby. Based on this input, the ITT documents will be updated and assured.\nTender Round 2 will be issued on 22 October 2025, closing on 31 October 2025. A third ITT may be issued, primarily for commercial/financial final offers (BAFO), on 19 November, returning by 27 November 2025.\nFinal evaluation and consensus will be completed by 4 December 2025, followed by the production of the Contract Award Recommendation between 5 and 17 December 2025, including assurance reviews and preparation of Standstill letters.\nThe Standstill Period will begin on 19 December 2025, followed by the issue of a Contract Award Notice. Given the Christmas holiday period, the contract is expected to be executed by 6 February 2026.
