Description

This Tender Notice is issued in accordance with the Procurement Act 2023 to formally commence the procurement process for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). Parking and loading enforcement is required on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network. Procurement Objective TfL seeks to secure a partner who can: • Deploy, manage and supervise on street officers to priority locations and network "hot spots" to deter and address non-compliance with road traffic and parking regulations and associated legislation; • Undertake on-street civil traffic enforcement in accordance with TfL standards and relevant legislation, including the issue of Penalty Charge Notices (PCNs); • Engage constructively with motorists, businesses and the public to promote compliance and support road safety goals; • Identify and report defects in signs, lines and other traffic management infrastructure on the TLRN; • Provide and maintain, from contract commencement ("day one"), the full technology stack required for enforcement - including a Parking Enforcement Application (PE App), back-office systems and handheld devices - integrated with TfL's systems via open APIs; • Contribute to TfL's statutory traffic management duty and the aims of the Mayor's Transport Strategy by reducing congestion, improving bus reliability and enhancing network safety. 2. Scope S1 On street patrols & civil traffic enforcement: Coverage across the entire TLRN at times and frequencies directed by TfL, issuance of PCNs in line with legislative and TfL policy requirements. S2 Fault reporting: Real time logging of any missing, damaged or illegible red route road markings, signs or posts into TfL's asset management portal. S3 Enforcement technology: Supplier hosted enforcement application certified to UK G Cloud cyber security baseline, plus ruggedised handhelds with live data connectivity and ANPR/photo capture. S4 Data & performance reporting: Annual, periodic, weekly and daily reporting packs, daily data exports, and dashboards. 3. The Seven Key Commercial Principles for the procurement will be: - Cost Certainty and Affordability - Fair Risk Allocation - No incentivisation of PCNs - Performance-driven Delivery - Innovation and Smarter Deployment - Ethical and Inclusive Delivery - Scaleability and Flexibility 4. Purpose of this Notice This Tender Notice is issued in accordance with the Procurement Act 2023 to formally commence the procurement process for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). Specifically, the purpose of this Notice is to: • Initiate the selection process under the Act by inviting suppliers to respond directly to this Notice through TfL's eTendering platform (SAP Ariba); • Provide sufficient advance detail of the scope, requirements and commercial framework to allow suppliers to determine their suitability and readiness to participate; • Release the Preliminary Selection Questionnaire (PSQ) to interested suppliers upon their response in TfL's Ariba portal (see details of how in this Notice), which will be used to assess technical and professional ability, capacity and compliance in line with the Act; • Enable TfL to pre-select suppliers from PSQ responses, who will then be invited to submit tenders under the competitive procedure. This Notice is issued to meet TfL's duties of transparency and equal treatment under the Procurement Act 2023 and to ensure all potential suppliers have an equal opportunity to engage with the procurement.
