To avoid contractors\u0027 cherry picking the best projects, any contractor who does not accept a project will miss a turn at the next rotation.  The rejected project will be offered to the next contractor in the rotation.  Any contractor who rejects two projects in a row will be suspended from the Framework for 6 months.
