      "features": "The tender process will be conducted as a multi-stage Competitive Flexible Procedure.\nThis procurement is being conducted under a competitive flexible procedure in accordance with the Procurement Regulations 2024. Following the initial selection stage, the Contracting Authority intends to invite a maximum of six suppliers to participate in the tender stage selection will be based on the criteria set out in the tender documents and will be applied in a transparent and non-discriminatory manner\n The three stages will be:\n1.Participation and Written Tender Stage - suppliers must meet the conditions of participation set out in this Tender Notice to advance to the tender stage of the competition and also submit a signed Non-Disclosure Agreement. The conditions of participation are to complete all mandatory responses  and gain an overall combined score of 80% or more on the Technical and Professional Ability section and additional questions 8.2.\nThe full tender documentation will be issued to the top six scoring suppliers who also meet the above criteria on the date specified within the timelines.\nTender stage responses will be assessed against the following weighted criteria:\n\u2022Catering Service Delivery        15%\n\u2022Management                            10%\n\u2022People                                         10%\n\u2022Service development               10%\n\u2022Finance                                        30%\n\u2022Social and Added Value           5%\n\u2022Presentation \u2013 next stage          20%\n2.Presentation Stage \u2013 the contracting authority intends to shortlist the three highest scoring suppliers from the Written Tender Stage to present to the selection panel. Any bidder whose score is greater than 20% below the highest scoring bidder after scoring of the written bids, will not be invited to the presentation stage\nThe presentations will be scored according to the following criteria:\n\u2022Confidence in the management team responsible for contract delivery (10%)\n\u2022Demonstration of catering standards within school menus being proposed (5%)\n\u2022Cultural fit (5%)\n3.Preferred Supplier Stage\nThe highest scoring supplier after presentations will be invited to:\n\u2022Clarify or confirm any commitments made in their tender\n\u2022To discuss and seek agreement on how proposals in their tender can best be applied to the service provision to maximise client benefit\n\u2022To agree details of KPIs and commitments to be included in the contract\nSee PSQ Document for more information."
