    "procurementMethodRationale": "Following expiration of a contract which was awarded following a competitive procedure, it has become necessary to direct award the supply of in cell kettles to the previous incumbent.  This is the result of a decision made by Public Sector Prison Industries to manufacture kettles in prison workshops to provide meaningful work for prisoners, as opposed to purchasing kettles.  Due to the time taken to establish the workshops, there will be a requirement to ensure the existing kettle is available for issue to prisoners.  There is no guarantee of quantiites and the direct award is limited to 2 years and cannot be extended.",
