    "procurementMethodRationale": "Voluntary Transparency Notice (VTN) Multi-function Information Distribution System and the Joint Tactical Radio System (MIDS/JTRS) Support Contract\nThe Voyager Delivery Team (VDT), part of the UK Ministry of Defence, intends to award the Multi-function Information Distribution System and the Joint Tactical Radio System (MIDS/JTRS) Technical Integration Support Contract to Data Link Solutions USA. The Contract will provide support to the integration and test phase of the embodiment of the MIDS/JTRS terminals onto the UK Voyager aircraft, which is subject to a separate contract. \nIn accordance with Regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement is regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450).\nIt is considered that this Contract may be awarded by reference to the Negotiated Procedure without Prior Publication of a Contract Notice pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011, for technical reasons. The MIDS/JTRS terminals to be integrated on the Voyager aircraft are manufactured by Data Link Solutions USA, and as the original equipment manufacturer (OEM), Data Link Solutions USA are the only company to have the specific in-depth technical knowledge of the terminal and extensive integration experience to provide the required technical integration support to the Voyager Delivery Team and the embodiment provider.",
