    "procurementMethodRationale": "North Wales Police DFU have a number of objectives to achieve to allow us to continue offering this service to our end users: \u2022 Secure a contract to continue using the Cellebrite Software for mobile device extraction and device unlocking services. \u2022 Extend the scope of accreditation as documented within the Forensic Science Regulators Code of Practice. \u2022 Maintain staff competency and retain the ability of staff by continuing to use the developed method and process that Cellebrite software brings, in addition to the training and familiarity that staff already have with Cellebrite. The above are only possible with the particular vendor being on board with NWP. NWP have invested significantly to allow us to offer these services inhouse and avoid outsourcing of work or hindering an investigation. The only supplier of Cellebrite software solutions is Cellebrite themselves. A review of the processes has identified other Vendors that offer such services however none of these Vendors ensure we can continue with the same services as below. Cellebrite allows NWP DFU to offer the below services, but are not limited to: \u2022 Mobile device unlocking, brute force or security bypass. \u2022 Physical extraction of data from numerous mobile devices and SIM cards. \u2022 Logical extraction of data from numerous mobile devices and SIM cards. \u2022 Urgent send-off service to unlock limited devices which are not supported by local solutions. \u2022 Cellebrite Advanced Services \u2013 for example repair of devices to allow data transfer. Advanced download methods such as Chip-Off. \u2022 Keep abreast of changes in technology and allow for support for new models with ongoing development. \u2022 Capture of data from unsupported devices which fall outside of the software and hardware support. \u2022 Support portal for members to raise tickets and resolve problems that arise. \u2022 Warranty replacement of cables or hardware. If we were to utilise different software from a different supplier, we would lose a number of the benefits, but most importantly, we would incur additional expenses of re-training staff, amending processes within DFU and high costs of obtaining revalidation/reaccreditation via UKAS due to this being a service which is part of the DFU ISO accreditation.",
