Description

Transport for London (TfL) is initiating a competitive procurement process for the recoating of cast and machined components-including sleet brushes, shoe gear brackets, and associated parts-used on S Stock (S7) trains operating on the Circle, District, and Hammersmith & City lines, as well as on Central Line trains. These components experience surface coating wear during service and require restoration to an 'as-new' condition to ensure continued reliability until the next scheduled overhaul (approximately nine years for S7 and six years for Central Line stock). The recoating service will be performed offsite at the supplier's facilities. The contract will be awarded through a flexible competitive procedure under the Procurement Act 2023, with a planned duration of four years and an option to extend for an additional two years. The estimated total contract value is £598,482 (excluding VAT), covering both fleets and including a 10% risk allowance. This procurement supports TfL's sustainability objectives through the integration of the CO₂ Performance Ladder, which will be embedded in both evaluation and contract management. Bidders will be assessed on their carbon reduction plans and certification levels, with sustainability performance influencing the commercial evaluation. The tender aims to diversify the supplier base, reduce reliance on a single provider, and achieve value for money through volume leverage, long-term partnerships, and optimised delivery scheduling.
