It is a closed Framework with a four-year duration and will not be open to additional suppliers during its term.\n1. Call-Off Mechanism\nCustomers will be able to award contracts via:\n\u2022Direct Award\n\u2022Rapid Request for Quote\n\u2022Further Competition\nThe process for Direct Award Rapid RFQ and Further Competition is detailed in Annex B \u2013 Specification and Requirement (Sections 8 and 9).\n2. Core Terms\nAll Call-Off Contracts will be governed by:\n\u2022Annex F \u2013 Core Terms and Conditions, which apply to all Direct Awards.\n\u2022Pricing structures defined in Annex H \u2013 Pricing Schedule, including benchmark rates and a catch-all discount mechanism.\n\u2022Service levels and KPIs as specified by the Customer at call-off stage.\n3. Conditions of Participation\nSuppliers must meet the conditions outlined in Schedule 1 and Annex A \u2013 PSQ, including:\n\u2022Financial capability (minimum credit score of 30/100)\n\u2022Legal and technical capacity\n\u2022Compliance with exclusion grounds under PA23\n4. Framework Structure\nThe Framework is divided into five Lots, each covering distinct service areas. Up to six suppliers per Lot will be awarded, with the option to extend this at the Contracting Authority\u2019s discretion.\n5. Duration and Extensions\n\u2022Framework duration: 4 years\n\u2022Call-Off Contracts may be shorter or longer than the Framework term, as appropriate.\n\u2022Extensions are permitted under the terms of the Framework and PA23.\n6. Transparency and Governance\n\u2022All procurement activity under the Framework will comply with PA23.\n\u2022Suppliers must maintain up-to-date profiles on the Central Digital Platform (CDP).\n\u2022All decisions and awards will be documented and auditable.\n7. Exclusion and Suspension\nSuppliers may be excluded from call-offs if they become excluded or excludable under PA23, as defined in Schedule 1.",
