              "text": "The recommendation to abandon the procurement is based on a financial evaluation of the cost of the new contract compared with extension of the existing arrangement which demonstrates that awarding a contract following the competitive process does not represent value for money at this time.  In addition abandonment provides an opportunity for the Council to review its requirement for highways, street lighting and associated infrastructure works across all Council services to ensure these align with its  strategic outcomes.  A refreshed procurement strategy for procurement will be presented to Cabinet for approval."

              "text": "The works to be provided under this contract consist of a comprehensive highways and\ntransport, maintenance and improvement service for the Council.\nThe Contractor may be required to undertake elements of the following tasks forming part of\nthe service in each Service Year (Core Tasks):\n\u2022 Provision, maintenance and cleaning of road signs,\n\u2022 Provision and maintenance of road markings and road studs (in accordance with the Plan\nfor Road Markings),\n\u2022 Routine and Reactive highways asset repairs (in accordance with Code of Practice for\nHighway Inspections),\n\u2022 Drainage maintenance activities relating to all drainage assets (as defined in the Code of\nPractice for Drainage maintenance),\n\u2022 Bridges and highway structures routine and cyclic maintenance\n\u2022 Vegetation and debris removal from bridges and highway structures, including removal of\nblockages from watercourses,\n\u2022 Winter Service Operations,\n\u2022 Emergency response,\n\u2022 Maintenance of Highways Electrical assets (in accordance with the Code of Practice for\nHighways Electrical Maintenance).\nThe Contractor may also be required to undertake elements of the following types of\nmaintenance and improvement schemes, in each Service Year (Work Tasks):\n\u2022 Highway and junction improvements,\n\u2022 Bridges and highway structures reactive maintenance, improvements and upgrades,\n\u2022 Drainage improvement schemes,\n\u2022 Maintenance of traffic signals,\n\u2022 Vehicle safety fencing,\n\u2022 Traffic management and calming,\n\u2022 Pedestrian and cycle infrastructure improvements,\n\u2022 Public Rights of Way bridge Improvements and upgrades,\n\u2022 Road space reallocation schemes,\n\u2022 Public realm improvements,\n\u2022 Car Park maintenance and improvement schemes,\n\u2022 Facilitation and support for events,\n\u2022 Public transport infrastructure including bus stops and bus priority measures,\n\u2022 Accessibility improvements,\n\u2022 Carriageway \u0026 footway construction, reconstruction/surfacing,\n\u2022 Site investigation,\n\uf0a7 Contractor design,\n\u2022 Asset inventory, inspections, data collection, surveys and analysis,\n\u2022 Street lighting Improvements,\n\u2022 Traffic signal Improvements,\n\u2022 Verge maintenance and weed control,\n\u2022 Hedge maintenance."
