    "description": "Dorset Council is seeking a single supplier to deliver the management of the Household Recycling Centres, Waste Transfer Stations and associated services, including marketing of recyclate collected at the kerbside (Resource Management and Transport Contract 2026). The operational service delivery elements will commence on 28 August 2026. The scope includes:  \nOperation of the ten Household Recycling Centres (HRC) \u2013including all associated onward haulage \nOperation of the three Waste Transfer Stations (WTS) \u2013 including all associated onward haulage and recyclate marketing of recyclate \nOperation of one Recyclate Transfer Stations (RTS) \u2013 including all associated onward haulage and marketing of recyclate \nHaulage from one Authority operated Waste Transfer Station \nTreatment of HRC residual waste and certain recyclates \nSkip / bank services   \nA Preliminary Market Engagement notice was advertised 11 April 2025 with a deadline for comments in relation to this procurement of 2 May 2025. \nThis is an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. The procedure does not allow for refining of the award criteria, and there is no scope to negotiate. \nIn accordance with Section 18 of the Procurement Act 2023, the use of lots was considered during the planning phase of this procurement and it was determined that dividing the requirement into lots would not be appropriate or beneficial in this instance. Therefore, a single contract approach has been adopted. \nThe Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1+1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years. \nThe current budget for the services under this contract is \u00a37,364,000 (2025/26). \nThe total advertised contract value detailed in this notice allows for potential changes in scope / requirements and or funding during the contract term.\nThe contracting authority reserves the right to carry out a subsequent procurement of similar goods, services or works in reliance on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.) .",
