"procurementMethodRationale": "In accordance with Section 43 of the Procurement Act 2023, The Council is proceeding with a direct award of contracts following an unsuccessful competitive tendering procedure.\nA competitive tendering process was conducted in 2024, with the tender period closing on 1st March 2024. Despite the publication of the tender and the invitation for suppliers to submit tenders or requests to participate, no suitable tenders were received for the relevant areas of service. As a result, it was not possible to award the contract through the standard competitive procedure.\nSection 43 of the Procurement Act 2023 permits a contracting authority to switch to a direct award procedure where suppliers were invited to submit tenders or requests to participate, but that no suitable tenders or requests were received.\nThe Council confirms that all the conditions under Section 43 have been met. Accordingly, the Council is applying Section 43 to proceed with a direct award for the relevant contracts.\nAs this tender was completed under the previous The Public Contracts Regulations 2015, none of the suppliers being awarded contracts have supplier identifier information and identification register combination has not been registered.",
