    "description": "Overview\nSouthwark Council and NHS South East London ICB are seeking a lead provider to deliver the Southwark Wellbeing Hub, a borough-wide mental health and wellbeing support service. \nThe Southwark Wellbeing Hub is a key part of Southwark\u0027s integrated care system, offering accessible, culturally competent, and community-led support to adult residents experiencing low to moderate mental health needs.\nThe recommissioned service will operate across a physical hub in the Southwark Resource Centre, multiple satellite \u0027spoke sites\u0027, and outreach settings. The service will deliver six core work packages:\n1.\tInformation, Advice and Guidance (IAG)\n2.\tGroup Work\n3.\tPeer Support\n4.\tOne-to-One Support (including specialist roles)\n5.\tFront Door to Adult Social Care\n6.\tBespoke Counselling Intervention for Global Majority Communities\nKey features:\n\u2022\tHub-and-spoke model based at Southwark Resource Centre with satellite delivery across five neighbourhoods.\n\u2022\tMultidisciplinary workforce including specialist keyworkers and counsellors.\n\u2022\tSubcontracting encouraged to grassroots and community organisations.\n\u2022\tRingfenced funding of \u00a3100,000-\u00a3120,000 per annum for culturally competent counselling for global majority communities.\n\u2022\tIntegration with borough transformation programmes, including Integrated Neighbourhood Teams (INTs), SLAM\u0027s Community Care Development, and Adult Social Care.\n\u2022\tRobust CRM and outcome monitoring aligned with KPIs.\nEligibility to tender:\nThis opportunity is open to:\n\u2022\tVoluntary and community sector organisations\n\u2022\tNHS and statutory providers\n\u2022\tSocial enterprises\n\u2022\tConsortia or partnerships (with a designated lead provider)\nProviders must demonstrate:\n\u2022\tExperience in delivering mental health and wellbeing services\n\u2022\tCommitment to equity, inclusion, and anti-racist practice\n\u2022\tCapacity to manage subcontracting and multi-site delivery\n\u2022\tStrong governance, safeguarding, and data systems\nContract Value\nAnnual contract Value - \u00a3751,146\nContract Value over three years - \u00a32,253,437\nContract Value over five years - \u00a33,755,728\nPlease note that the financial envelope is inclusive of all costs (contract is exempt from VAT).\nProcurement process\nThe procurement will follow a competitive process under the Procurement Act 2023, using a lead provider model. The Invitation to Tender questions will assess service model, mobilisation, workforce, community partnerships, outcome monitoring, and social value. Shortlisted bidders will be invited to present to a panel of professionals and/or experts by experience.\nThe Procurement is being managed by the NHS London Commercial Hub (NHS LCH) hosted by NEL ICB, on behalf of the Authority, in connection with a competitive Invitation to Tender (ITT) exercise that is being conducted via a process, based in part on the open procedure under the Public Contract Regulations 2015 (\"the Regulations\" (as amended)).",
