    "description": "West Berkshire Council is tendering a contract for the West Berkshire Highways Term Maintenance Contract 2026 \u2013 2036 (7+3). The contract will deliver the statutory functions required of the Council as Highway Authority and ensures the Council\u2019s roads and assets are maintained to a good standard. The highways contract is key for the Council to be seen by its residents, stakeholders and visitors across the region in being responsible and proactive, dealing with all matters affecting transport and maintenance. \nWest Berkshire spends over \u00a315m on highway maintenance activities, including reactive and planned services, winter maintenance and broader estates asset management each year. A significant Capital programme is also associated with the Highways Contract and delivers highway improvement schemes, safety schemes and active travel programmes annually. The Council has outlined its scope of services in a series of Specification and accompanying documents. \nThe current contract relates to works/services/goods with a cumulative value of \u00a3150,000,000. This figure may be increased to reflect Local Government Reorganisation and could be increased to as much as \u00a3300,000,000. However, the outcome of the proposal is unknown and therefore there is no guarantee that the contract will increase in value.",

      "features": "Stage 1 \nThe Procurement Specific Questionnaire (PSQ) is contained in ITT Schedule 1 and contains pass/fail mandatory criteria and scored questions that will be used to shortlist bidders. Scored questions will be evaluated in accordance with the scoring criteria shown in the PSQ.  Full guidance on completing the questionnaire is provided in the PSQ.  \nFollowing evaluation of the PSQ responses, the Council intends to shortlist a minimum of three and maximum of five bidders to be invited to Stage 2.  \nThe PSQ is the only document that requires completion in Stage 1. \nStage 2\nThere are three parts to Stage 2 \n\u2022\tInitial Tender \u2013 which will be reviewed and forms the basis for negotiation \n\u2022\tNegotiation meetings with bidders to review submission and Efficiency and Innovation Cards \n\u2022\tFinal Tender \u2013 which will be evaluated and the basis for award decision \nAll suppliers who are invited to Stage 2 will continue through all three parts of Stage 2."
