The SEND Code of Practice 4.3 states \u201cthe Local Offer should not simply be a directory of existing services. The process of developing the Local Offer will help local authorities and their health partners to improve provision.\u201d Local Authorities must consult with children, young people, parents, and providers when developing and reviewing their Local Offer.
