    "description": "The provision of seasonal Floral Displays (2026-2028)\nAylesbury Town Council is inviting tenders for the provision of floral display services for the Town. The contract covers a 3-year term (commencing on the 1st June 2026), with particular focus on high quality and an impactful visual design.\nThe Council requires a supplier to deliver on the following:\n\u2022 The design and supply of seasonal schemes (Summer and Winter) for a range of locations/planter types. Including hanging baskets, troughs and roundabouts.\n\u2022 The installation and timely delivery across the Town for the floral displays.\n\u2022 The full maintenance of the floral displays, including watering, feeding and deadheading.\n\u2022 Sustainability, with commitments to peat-free compost and pollinator friendly planting.\nThis procedure is conducted under the Procurement Act 2023 using the Competitive Flexible Procedure (CFP). This has therefore been designed into a multi-stage process to ensure the most advantageous tender (MAT) is selected. The stages of this procurement are as follows:\n\u2022 Stage 1: Standard Selection Questionnaire (SSQ) and the technical questions (quality).\n\u2022 Stage 2: Detailed commercial response (price) and social value assessment in line with the social value model theme of fighting climate change.\n\u2022 Stage 3: Final award stage.\nThe evaluation criteria is weighted across three areas, these are the following:\n\u2022 Quality - 50%\n\u2022 Price - 40%\n\u2022 Social Value 10%\nThe total contract value is estimated to \u00a3312,105.00 over three years excl VAT.\nThe deadline for this opportunity is the 05/01/2026, as suppliers are required to fulfil the minimum score on Stage 1 to progress onto Stages 2 and 3.",

          "description": "The contract includes the ability for the Customer to request changes to the scope or delivery of the Services during the contract term. Such changes may relate to the design or nature of the Floral Displays, the Services delivered, associated costs, delivery timelines or other contractual provisions. Any change will only take effect once a formal Change Order has been prepared and signed by both parties. All changes will comply with Section 74 of the Procurement Act 2023 concerning permitted contract modifications.\nWhere the Customer requests a change, the Supplier will prepare a draft Change Order within ten business days, outlining the impact on services, deliverables, costs and timelines. The Customer may then approve or reject the proposed Change Order. If not agreed, the matter may be escalated through the contract\u0027s dispute resolution procedure. The Supplier is not entitled to charge for preparing Change Orders requested by the Customer.\nIn addition, the contract includes a permitted modification for variable quantities of hanging baskets required for local business uptake. This adjustment does not require a Change Order and will be managed in line with the provisions set out in Schedule 1."
