    "description": "EEM is conducting this tender exercise to establish a dynamic purchasing system (DPS) consisting of consultants to carry out construction, refurbishment, repairs and maintenance related multidisciplinary consultancy services; covering a wide range of specialisms to support our membership.\r\n\r\nConsultants can select single, multiple or all consultancy categories when completing their DPS application and will need to consider the services they can offer when completing their DPS application.\r\n\r\nThe following is not an exhaustive list of the types of consultancy services covered by our DPS;\r\n\r\n\u2022 Architectural Services\r\n\r\n\u2022 Asset Management Services\r\n\r\n\u2022 BIM Consultancy\r\n\r\n\u2022 Building Surveying Services\r\n\r\n\u2022 Carbon reduction, Environmental and Sustainability Consultancy\r\n\r\n\u2022 Clerk of Works\r\n\r\n\u2022 Employers Agent\r\n\r\n\u2022 Fire Safety Management Consultancy\r\n\r\n\u2022 Heating Consultancy Including Gas and Electrical Auditing\r\n\r\n\u2022 Health and Safety Consultancy including Principal Designer and CDM Advisor Services\r\n\r\n\u2022 Heritage \u0026 Conservation\r\n\r\n\u2022 Lift Consultancy Services\r\n\r\n\u2022 Mechanical \u0026 Electrical (M\u0026E) Consultancy\r\n\r\n\u2022 Party Wall, Rights of Light and Neighbourly Matters Consultancy\r\n\r\n\u2022 Planning Consultancy\r\n\r\n\u2022 Project Management\r\n\r\n\u2022 Quantity Surveying and Cost Consultancy Services\r\n\r\n\u2022 Site Investigation Services\r\n\r\n\u2022 Structural Engineer Services\r\n\r\nOur Consultancy Services DPS (DPS0010) will be split into consultancy service and geographical categories.\r\n\r\nConsultants can select single, multiple or all consultancy categories when completing their DPS application. EEM have included a geographical category as part of this DPS to allow applicants to select the locations within England and Wales they can work in. Applicants are not restricted in the number of geographical locations they can select to operate in but must carefully consider their geographical selection to ensure they have sufficient capacity and resource to support members in the locations they select to work in.\r\n\r\nThe contract value within this notice is the estimated DPS value and takes into consideration the full DPS term and potential call off contracts to be awarded via the DPS during its term and the possibility that the EEM membership may grow over the DPS lifetime with potential for increased usage of the DPS\r\n\r\nAdditional information: Efficiency East Midlands Ltd (EEM) are extending this DPS in accordance with Public Contract Regulations 2015 regulation 34 (28) and transitional and saving regulations. The end date of this DPS will now be 23rd February 2029.\r\nThe extension will support to facilitate above and below threshold awards that the EEM membership wish to utilise the DPS for whilst also giving SME\u0027s and other organisations opportunity to join the DPs and participate in mini competition opportunities.\r\nThe extension will also allow an appropriate amount of time to consult with our membership and the market to design and procure an appropriate replacement to this DPS under the Procurement Act.\r\nAny contract awarded under the DPS will continue until it comes to an end and will be managed by the PCR (even if the DPS has terminated prior to that point).\r\n\r\nThis DPS is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being authorised users.\r\nThe following Contracting Authorities will be entitled to agree and award contracts\r\nunder this DPS Agreement as Authorised Users:\r\n1) any Member of EEM which for the avoidance of doubt currently includes 3 partner consortia - Westworks (https://www.westworks.org.uk),\r\nAdvantage South West (www.advantagesouthwest.co.uk (https://www.advantagesouthwest.co.uk)) and \r\nSouth East Consortium (https://www.southeastconsortium.org.uk)). A full list of current members is available at https://www.eem.org.uk)\r\n2) any future member of EEM or our partner consortia and in all cases being an organisation which has applied to join EEM or our partner consortia in accordance with the applicable constitutional documents;\r\n3) An EEM participant being an organisation which is neither a current or EEM member (as defined at 1 above) nor a future member of EEM (as defined at 2 above)\r\n\r\nFurther details regarding the authorised users of this DPS can be found in the ITT documents. \r\n\r\n**EEM Ltd have changed portal provider and have moved our Consultancy DPS from the existing Geometra Systems portal to our new Delta eSouricng portal https://www.delta-esourcing.com/.\r\n\r\nApproved Contractors on our DPS will be transferred over to Delta and can access the DPS to confirm they want to remain on the DPS by accessing Delta using Delta access code: 74R4JMEW62 and selecting to remain on the DPS.\r\n\r\nContractors who are not on our DPS but are interested in applying can submit an application to join by completing the DPS application questionnaire on the Delta portal using access code:  66FM975NJ2.\r\n\r\nAll other details regarding this DPS remain as previously advertised under the original contract notice and previous corrigendum notices.",
