    "description": "The objective of this task is to complete a full, thorough and strategic broad review of the current Operation Tramline initiative and provide fully costed recommendations on the future model (where identified).\r\nThe full review of the current operating model will include:\r\n-\tBaseline performance - what is the \"As Is\" position?\r\n-\tInterviews \u0026 feedback sessions with participating and non-participating police forces, National Highways\u0027 users and other relevant stakeholders.\r\n-\tReview of all data collected since the inception of the initiative.\r\n-\tReview and analysis of any relevant MoUs (memorandum of understanding).\r\n-\tReview and considerations of the known challenges and any other challenges that may come about during the review.\r\n-\tConsideration of any dependencies and constraints.\r\n-\tConsolidation of all findings in a report that is easily accessible by the Client.\r\n-\tA full set of fully costed recommendations including estimated calculations for KSI savings.\r\nThe successful supplier will need to have an exceptional understanding of the police working practices and processes.\r\nCan demonstrate strong existing network of across police stakeholders and prior strong experience of working with this group.\r\nMust be able to deliver the study by March 2025.",
