    "description": "Good day,\r\n\r\nPartnership Fund for a Resilient Ukraine Phase 2 (PFRU-2) is a multi-year, multi-donor-funded programme managed by the UK\u0027s Foreign, Commonwealth and Development Office.\r\n\r\nAs part of its project activities, PFRU-2 is seeking an organization for procurement of services of expert legal, financial, and management advisory support to design, plan, and implement transformation and institutional reform of cultural institutions.\r\n\r\nPlease note the following important tender provisions:\r\n\u2022\tthe deadline for submitting proposals is December 19, 2025, at 15:00 Kyiv time;\r\n\u2022\tall questions regarding the tender conditions must be submitted no later than December 05, 2025, at 17:00 Kyiv time;\r\n\u2022\tPrice proposals must be submitted either in Ukrainian or English;\r\n\u2022\tAll tender-related communication must be conducted exclusively in writing via email at pfruprocurement@chemonics.com;\r\n\u2022\tThe PFRU-2 project is exempt from taxes, fees, and VAT in the partner country. Therefore, PFRU-2 will make payments for services excluding VAT;\r\n\u2022\tEmail for submitting proposals: pfruprocurement@chemonics.com;\r\n\r\n\u2022\tWhen sending proposals or inquiries via email, it is mandatory to include the tender number PFRU2-2025-215 in the email subject line.\r\n\r\nProposal Submission Instructions:\r\n\r\nITT_PFRU2-2025-215- review the tender conditions;\r\nVolume 3_Terms of Reference - complete the document \uf0e0 sign the original scan/convert to PDF and sign electronically \uf0e0 submit the completed Excel file and the signed document as part of the proposal.\r\nAnnex 1 - complete either the English or Ukrainian version \uf0e0 sign the original \uf0e0 scan/convert to PDF and sign electronically \uf0e0 include it in the proposal submission.\r\nThe Technical Proposal shall be submitted in compliance with the requirements specified in clause 5.2 of Section 2.
