    "description": "Norwich City Council needs to maintain its social housing stock in good condition, as required by the Regulator of Social Housing (RSH). A single supplier was sought to undertake Condition Survey Services for: External checks, Internal checks, full HHSRS assessments, general external and internal structure surveys of blocks of flats, maisonettes and communal areas, individual asset appraisals with a recommendation to either retain, refurbish or dispose. All tasks require a high level of resident engagement and a good knowledge of the local area. \r\n\r\nA further competition process was undertaken with 3 suppliers utilising Lot 1 (Total estate management) of the Estate Management Framework (RM6168) with Crown Commercial Services (CCS) based on 40% quality and 60% price. Only one bid was received but as the sole bid was of high quality and the price was within the available budget, the award to that supplier is compliant with framework guidelines.",
