Description

North East Lincolnshire Council (the Authority) wishes to appoint a multi-disciplinary team of consultants to collaborate with the council to undertake a review and refresh of the Grimsby Town Centre Masterplan produced in 2020 and to develop a Movement Strategy. The two documents are expected to be separate but informed by one another. The Grimsby Masterplan was designed with a framework which allows for review periods across the lifetime of the masterplan. The reasoning behind this approach is to acknowledge any challenges or opportunities arising since the development of the plan and to continue to engage with stakeholders, driving community pride and ownership. The purpose of this Grimsby Masterplan refresh is to acknowledge the achievements, subsequent investment, and new opportunities and to provide a targeted, updated, and deliverable Vision for the Town Centre with a working title of Grimsby Town Centre Vision 2040. A new Movement Strategy is also required which outlines a range of people led innovative ways of improving movement and transport to and in the town centre environment and which respond to a range of significant 'moves' that have and are taking place within the town centre as well as the aspirations of the Masterplan 2020. The Movement Strategy will consider the opportunities for improving access to and connectivity within the town centre environment led by walking, cycling/micromobility and other sustainable transport improvements and how this would ripple out into surrounding areas to provide a co-ordinated strategy for improved access.
