    "description": "The Council of the Borough of Kirklees (the \"Council\") is conducting this procurement exercise, in accordance with the Light Touch Regime of the Public Contracts Regulations 2015 (SI 2015/102), and intends to establish an Electronic Market Place (\"EMP\") with Providers with relevant experience and ability for the provision of Supported Accommodation to looked after or care leavers aged 16+. The Council established a 16+ Supported Accommodation Electronic Market Place (EMP) to meet its duties under the Childrens Act 1989 \u0026 2004 when securing a Supported Accommodation placement for either;\r\n\u00b7\ta looked after child is placed in an \u0027other arrangements\u0027 placement or\r\n\u00b7\ta care leaver is placed in \u0027suitable\r\naccommodation\u0027\r\nThe Council requires four types of provision, which are aligned with Ofsted\u0027s four\r\ncategories of supported accommodation, as set out below:\r\n\u00b7\tCategory 1 - Supported Accommodation in a self-contained unit\r\nThe accommodation is for the sole use of the child or for the child and other individuals living with the child (For example; partner, sibling or children) as agreed by the Council.\r\n\u00b7\tCategory 2 - Supported accommodation in a shared or group living situation (Ring fenced for looked after children and care leavers only)\r\nThe accommodation is for looked after children and care leavers only. There may be care leavers over the age of 18 living at the accommodation. Each child will have their own bedroom but will share communal areas (For example: kitchen, or a living area.)\r\n\u00b7\tCategory 3 - Supported accommodation in a shared or group living situation (Not limited to looked after children and care leavers)\r\nThe supported accommodation in a shared or group living situation in premises which are not limited to accommodating looked after children and care leavers. Each child will have their own bedroom but will share communal areas (For example: kitchen, or a living area.)\r\n\u00b7\tCategory 4 - Supported accommodation provided by an individual or individuals in a private residence (which is the main residence of that individual or individuals) Children are accommodated in a private residence. This is accommodation hosted by an individual (or\r\nIndividuals) such as supported lodgings.\r\nSupported accommodation, provides support to young people aged 16+ who are either looked after by the local authority or care leavers. The aim of supported accommodation is to help these young people develop their independence in preparation for adulthood whilst keeping them safe in a homely and nurturing\r\n \r\nenvironment.\r\nThis EMP is anticipated to run from 01 April 2024 to 31 March 2034.\r\nCall off for the provision of Supported\r\nAccommodation Services 16+ for the council o f the borough of Kirklees. Proposals\r\nwere invited from the Council from shortlisted capable economic operators\r\ncurrently on the Electronic Marketplace KMCCYP-192 for the period of 1st July 2025 - 31st  December 2025",
