    "description": "Oakham Town Council invites tenders from suitably qualified and experienced contractors for the phased refurbishment of Victoria Hall, Oakham, a Grade II listed community building located in the heart of Rutland.\r\n\r\nScope of Works\r\n\r\nThis phase of the project will involve the preparation of a detailed scope of the major elements of the refurbishment, including:\r\n\r\nRoof repairs and associated structural works\r\n\r\nFloor investigation and damp remediation\r\n\r\nToilet renovation and accessibility improvements\r\n\r\nWindow repair or replacement (in accordance with heritage requirements)\r\n\r\nGuttering and rainwater goods repair/replacement\r\n\r\nInternal upgrades and cosmetic improvements\r\nElectrical Investigation\r\n\r\nThe successful contractor will be required to:\r\n\r\nProvide a comprehensive breakdown of works, including methodology, materials, and compliance with conservation requirements.\r\n\r\nPrepare a detailed fixed-cost schedule for each element of the works.\r\n\r\nInclude proposed timescales and phasing to minimise disruption to community activities.\r\n\r\nIdentify any additional works or risks arising from the initial survey.\r\n\r\nAdditional Information\r\n\r\nAn initial building survey has been completed and will be provided to the successful tenderer.\r\n\r\nThe purpose of this phase is to undertake a full and detailed fixed-cost exercise to assess the project\u0027s viability and inform subsequent funding and delivery stages.\r\n\r\nContractors must demonstrate experience working on heritage or listed buildings, with appropriate accreditations and references. We would prefer to utilise local contractors.",
