    "description": "Devon County Council (DCC) is opening Round 2 of its Flexible Purchasing System (FPS) for Extra Care providers. Successful Providers will be registered with the Care Quality Commission (CQC) for the regulatory activity of \u0027personal care\u0027, and able to provide care and support services to adults living within Extra Care Housing (ECH) schemes across Devon. \r\n\r\nIn DCC the term \u0027Extra Care\u0027 housing is used to describe housing developments that comprise self-contained homes with design features and support services to enable people to self-care and continue to live independently. Whilst they are primarily for older people some may support younger people with disabilities. Service Providers will be required to staff an onsite and exclusive team at the individual Extra Care schemes that they are appointed to, and must occupy an onsite office space and be registered as a specific location with the CQC. \r\n\r\nServices will be comprised of: \r\n\u2022\tCore provision to ensure care and support cover 24-hours a day including social inclusion and response to unplanned care needs \r\n\u2022\tThe provision of one-to-one care and support that a significant number of people living in Extra Care Housing require and which has been assessed as being eligible within Adult Social Page 4 to 6 Care Fair Access to Care Assessment. \r\n\r\nCurrently DCC commissions support into six schemes across the Council\u0027s footprint totalling 304 flats.\r\n\r\nAn additional 3 services are currently planned or in development\r\n\r\nFurther schemes are at planning stage and anticipated to be completed within the lifetime of the FPS. \r\nDevon County Council are holding a market engagement discussion session on 24th February 2026.\r\n\r\nIf you are interested in taking part and would like to be added to our mailing list for this please contact: claire.anderson@devon.gov.uk\r\n",
