    "description": "Torbay Council has direct awarded a contract for provision of its new Adults Services\u0027 Case\r\nManagement System (CMS), to the incumbent supplier of its Children\u0027s Services\u0027 System.                                                               This is a direct award, following the publication of a Voluntary ex ante transparency (VEAT)\r\nnotice (reference: 2025/S 000-000406 on 07th January 2025, and subsequent internal\r\napproval to directly award the contract from Torbay Council\u0027s Cabinet.\r\nThe system will be used by Torbay Council and Torbay and South Devon NHS Foundation\r\nTrust.\r\nAward is made on the grounds that the works, supplies or services can only be provided by a\r\nparticular economic operator due to an absence of competition for technical reasons.\r\nThe Council undertook a further competition from Lot 3c of CCS\u0027 RM3821 Data \u0026\r\nApplication Solutions Framework for a supplier for supply \u0026 ongoing maintenance of a\r\nchildren\u0027s social care CMS. It allowed for the contract to be modified to include future\r\nprovision of an adult social care CMS, as the 2 systems are required to be compatible with\r\none another. The adult social care CMS was required after the Children\u0027s contract was\r\nawarded. But due to unforeseen circumstances, including impact of COVID on social care\r\nresources there was a significant delay in putting a new system in place. Due to this and\r\nincreases in the cost of the contract from the previously estimate, the Council considers that\r\nit is no longer appropriate to modify the existing contract. However, a compatible system\r\nacross children\u0027s \u0026 adult\u0027s social care remains.\r\nWhilst there are alternative suppliers of CMS\u0027s, appointment of a different supplier will result\r\nin receiving a solution incompatible with the current children\u0027s CMS. The differences in how\r\nthe systems function will result in additional costs (to make each compatible with one\r\nanother), difficulties in implementing a new system and the ongoing operation / maintenance\r\nof both, which will not deliver best value.\r\nThis direct award will deliver the following benefits to Council, the system\u0027s end users \u0026 the\r\npublic purse:\r\nSeamless and more cost-effective integration with the current Children\u0027s CMS (Liquid Logic)\r\nby utilising the same solution, and cost savings and efficiencies in hosting arrangements by\r\nutilising the same supplier.\r\nEfficiencies, consistency \u0026 effectiveness in reporting capabilities by utilising the same\r\nsolution and in contract management by having the same supplier for both CMS.\r\nMore efficient migration of data as, the same system used to be operated across both\r\nchildren\u0027s \u0026 adult social care, meaning the Council\u0027s IT team have experience of migrating\r\ndata from the old system to the new.
