Phase 1 will be a Diagnostic and reflection phase where the focus will be on completion of a thematic analysis of Growth In Actions (GIA) progress to date, capturing the benefits realised from alliance working, whilst also capturing the barriers and blockages preventing the alliance from realising the transformational ambitions as outlined within the alliance agreement. Phase 2 will form the reset, reframe and action phase of the commission, which will build on the insights gained from phase 1 to embed a community of practice model across GIA and completion of a training needs analysis.",
