    "description": "Scope of the Contract : \r\nThe College of Policing Ltd  wants a supplier to carry out the horizon scanning exercise which must adopt a PESTELEO framework (Political, Economic, Social, Technological, Ethical, Legal, Environmental, Organisational) to ensure a balanced and comprehensive assessment. In addition to the existing areas, the analysis should include:\r\n\u2022\tGovernment policy, strategy, and legislative agendas.\r\n\u2022\tParliamentary activity (select committees, APPGs, inquiries).\r\n\u2022\tMedia focus and orientation.\r\n\u2022\tSignificant campaigns or lobbying activity from the third sector, commissioners, and others.\r\n\u2022\tPolice system changes e.g. Police Reform Programme \r\n\u2022\tTechnological developments which could both improve our ability to respond to the threat or present new opportunities for offending.\r\n\u2022\tPotential impact of economic changes and economic instability.\r\n\u2022\tSocial inequality and deprivation.\r\n\u2022\tEmerging societal norms, practices, and pressures influencing behaviour (online and offline).\r\n\u2022\tChanges or developments in education and learning.\r\n\u2022\tInfluence of social media and the evolving trust landscape.\r\n\u2022\tPossible organisational developments within policing and the wider criminal justice system.\r\n\u2022\tAssessment of prospective impact on policing and NCVPP\u0027s future business planning and deliverables.\r\nThis is not an exhaustive list as the focus of the scan will develop as the work progresses.",
